Odd window operation S70 1998

This question is for my 1998 S70 GTAS. The back passendger window (drivers side) will go down in the back and will go down if put down from the drivers door panel, however it will not go up if it is all the way down when using the switch on that door (but if is half down it will go up). It will go up if it is all the way down only if you put it up from the drivers panel. How odd is this?

I count myself blessed with this car though. 99K miles on it and the check engine light hasn't been on in over 10K miles, lol. It's been pretty much flawless since then, but this and I think I need new shocks in the front. My dad also just got a 2001 S40 tonight and the drive is much more rigid and smooth comapred to my S70.. is that normal? I love the classic look of my car and wish Volvo still made them, but alas they don't. When I get out of college I hope to buy a used S60 or V70 (turbo).

One more thing lol... Is there any place I can go in the RI, MASS area and meet other Volvo owners? I'd love to do something like that sometime.
