I need to lower a passenger side headlight on my 2000 which is shooting really high. In looking for the vertical and horizontal adjustments, I see only some plastic-looking hex nuts that are a bit extruded or long. Are these the adjustments for headlamps ? The one that looks like it is the vertical adjustment is accessed through a hole about 4" above it in a horizontal metal panel connected to the core support.

If these are the headlight adjustments, they're the weirdest ones I've ever seen, but I really don't see anything else that looks even close ......
