Reset radio from OFF??? 850 1993

Dumb question, but at what point do I power the radio off in order to turn it back on? Is it after the 2-3 hours of waiting while in auxiliary or ? I tried removing the radio and reinstalling, but that didn't work. I figured that would be the same as disconnecting the battery, but maybe not?
