Need help IDing that whinning noise 850 1996

does it go away after car has been running for a while? My air pump is starting to fail, it is noisey at start up, If i have to restart car, I still get it for a minute or two until car remebers it is already warmed up. It blows fresh air into cat converter I heard to reduce emissions in cold weather. I do not have a check engine light on either, but i expect one when the noise stops from the pump failing
