Auto Climate Control Blinking 850 1997

The ECC system is not tied to OBDII. It uses an independent
diagnostic system. A dealer can read it; I have not heard
of any other way to read the codes other then the dealer.

Sometimes it is obvious as to what has failed. My fan died
and it would run for 3 seconds then shut down and the lights
started to flash. That one was pretty easy to diagnose.
Other problems will be harder. Sounds like you have one of the
harder ones.
