I agree with others $13K US seems high for that mileage. I have a 98 V70 with 125,000 Km (77K miles). My car is not for sale, but I would consider it sold at $13K US.

Your primary question whether you should buy Volvo V70 - best car I have ever owned in terms of being a pleasure to drive. There are some maintaince issues, but this car is better than the Japenese luxury vehicle I had prior to it.
