ECC Problem S70

Here is a long shot: The weather is cold so the system is trying
to heat the interior. It probably won't move any air until the car
warms up. Any chance the car is warming up slowly (temp gauge does
not come up to 3'oclock within about 3 minutes)? The engine
thermostats often fail around 70K miles and a 98 might be right
around that milage.
