Those aren't codes and I've never seen anything like that typed so to me, it means nothing as-is. Might be a service writers error in translation (guessing)?
The car I saw with the same problem had no codes stored. Usually when codes exist, that leads to further diagnostics.
I understand your point of view as if it my car, I'd be less than thrilled too but if your problem is similar to what I saw with another, the answer is simply that they're still working on a solution and until they (Volvos engineers) are certain that they've got it right, they won't release "the cure" to dealers. It's presently in experimental stages now.
