First, if your 850 has over 60,000 miles and you have not yet had to replace the thermostat, it is highly suspect. Almost all of them fail, mostly in the open position (so the engine stays too cool in the winter). Sounds like yours may have a closed-failure.
The radiator fan is normally thermostatically controlled, but it should *always* come on when the A/C is on. Try observing this when your car is first started and cold. The fan will probably be off initially, but should come on when the A/C is activated.
