For '98s only, the only way it can be done is by entering a PIN via the dealers hand-held VST scan tool. They get the # from Volvos database to do that. Unfortunately, there's no other way to do it.
Cheer up, at least it's not an even newer car that requires software ( and more $$) using a PC.
