Yes, this was an original accessory option, even for 1995. See here for one possible source: http://www.volvoworld.com/850/Section_10_3.htm

The kit price is expensive ($300-400), plus installation. It is possible to do it yourself if you are mechanically inclined, though it entails removing the cluster.
