Odd, but, yes. While most manufacturers have extended warranties on the emissions components, VIP seems to specifically exclude emissions components! Read the fine print. This particular issue has come up several times before, search the Brickboard archives. I believe that on (rare?) occasion it gets favorably resolved.

As for a better price on the air pump and check valve, try the Volvo parts discounters like Volvo of Houston, Verrigni Marine, FCP Groton etc. See the pull down menu above.
