Some people have reported (here) that the dealers don't like
to do the after-market brake parts because they are more likely
to have problems with squeeling (and I guess the dealers
don't want to deal with that).

It is a simple task and any shop can do it. You could print
out the instructions at http://volvospeed.com/bay13.htm for
just about any repair shop and they would be good to go.
