Replace Heater Fan 850

My Heater Fan has suddenly stopped working. It make a small noise on 3 & 4 for a few seconds but the fan doesn't turn. All fuses are OK

Do I need to replace - if so how?

I took off the panel on the passenger side and there is a knee bolster in the way with SRS stickers on it. Is it safe to just remove this to get to the fan? Is this jus a protective plate to stop the air bag from injuring the legs?

Any advice or suggestions would be much appreciated.
