THE PROBLEM YOU ARE DESCRIBING COULD BE ONE OF TWO THINGS IT MAY JUST NEED A SOFTWARE UPGRADE OR A THROTTLE BODY REPLACMENT WITH SOFTWARE.
VOLVO HAS HAD A LOT OF PROBLEMS WITH THE EARLY 99 CARS!
