Not all turbos have air pumps but I believe they're mounted in the area you're hearing the noise if yours does. To determine if your car has an air pump, look for a rubber hose leaving the airbox just under the word "Turbo." That feeds the pump filtered air. Pumps are known to fail as water (condensation) makes it past the control valve and runs to the pump. Hope it helps.
