Is 17mpg low enough to indicate a problem? 850 1995

A little low for the city, but not so terrible that I wouldn't say it's normal. I get 21/26 pretty consistantly. Heat and humidity can have a bit of and effect too. Maybe you need a new fuel filter filter (probably not the cause, but nice to have...I like to preach about this). Tire pressure?
