The problem isn't as much your car as it is your "mechanic" IMHO. It sounds to me as though there's a problem which has been guessed at rather than properly diagnosed and repaired so I'd blame the mechanic more than "all Volvos" from your desription.
There are several reasons why a starter won't engage besides the starter itself (which rarely fail in Volvos, unlike old domestic cars for example. You could still have 1) bad battery cables or related connections, 2) bad ignition switch, 3) bad starter relay, 4) bad PNP switch.
All of those items can be properly diagnosed when the problem is occuring by using a good test light and/or VOM.
I also assume the charging system has been properly checked, which includes checking for electrical draws?

I'd take the car to another shop (good dealer or good indy shop) as the last guy apparently didn't fix it yet.
