No, they cannot.
Most cargo boxes will have multiple mounting holes available so that they can accomodate different spans btw. the load bars. My Thule box (which is what Volvo rebadges and sells themselves) works just fine, but says in the instructions that if your span doesn't work with the pre-drilled holes to simply drill new ones. It then gives you specs on the range of space in which it's okay to drill new holes.
The only other thing I can you might be able to do is to buy a short roofline adapter (SRA) from Thule and set it up so that your cargo box mounts to the extra bar provided by the SRA. But I'm not sure you could mount the SRA, either.
Please don't change the location. According to Thule and Volvo, the areas under the mounting points have been specifically designed to take the loads (in all directions) of a rack mount point. Moving them somewhere else you don't have that guarantee.
