VIN Data Plates V70-XC70 1998

Do all '98 V70's have a VIN data plate on the drivers door or jamb?
The dealer says the later ('98 and on) do not always have this plate/decal on the drivers door, while another dealer says if it does not have the plates it indicates a replacement door or even greater damage history.
