Not OEM 850 1997

I've seen those and they're not OEM. Volvo dropped the shims from their older rear 850 pad kits many years ago and the newer OEM pads do not include or need shims as they have a rubber type backing.
The type shims you're describing are aftermarket. The older OEM shims completely covered the pads and had no arrows.
