A/C Compressor power

This is in regards to my 93 850GLT. My Compressor is not turning on at all, at least the clutch does not move. I have checked the Power to the low pressure switch, which has 2 wires: the grey goes to the compressor and the green receive power from modules. How much voltage does it take to turn on the compressor? I get 025.0V with ignition key turned on, and when I turn on the engine and the A/C switch and Rec switch the voltage drops to 011.0 at the green. It seems to me that when one jumps the low pressure switch, there should be more voltage to turn on the compressor.
Dave and KeithP have been involved in the same problem. any clues? thanks
