Hi Rob,
I popped off the suggestion to the shop foreman at my Dealer about the EBD system and this is what I got for a reply.
My Message/Question:
Hi Robert,
I was on the WEB asking around about why the ABS system on my 99XC would engage for no apparent reason. And this popped up.
"I know exactly what it is! It is called EBD...Electronic Brake-force Distribution. On 1999 and newer Volvo cars, the valves in the ABS modulator are used to distribute the braking force between the front and rear brakes. This is used in light to normal braking. It is designed to ensure maximum stability while braking no matter what the load is in the car. Totally a normal function. There is a short blurb in your owner's manual about EBD."
Can you find out if the EBD feature in my 99XC when activated would cause the problem I described. I am restating my problem below:
The ABS system activates with no apparent reason. I will be stopping on dry rough road and the ABS system will engage (pulsing the brakes).
Thanks,
Steven---

“Hello Steven,
I have reviewed your email with Robert and understand EBD functionality. If you hear an occasional clicking while approaching a stop at lower speeds I would agree you are experiencing normal EBD operation. This usually makes 4 to 5 clicks and can be felt through the brake pedal. The ABS on the other hand can be best described as a continuous noise, not a "click, click, click" Hope this helps out.

Therefore, In my case, problem solved.
Good Luck,
