Emissions failure 850 1996

This week my '96 140k had it's biannual emissions "transient test" The hydocarbons ,carbon monoxide and carbon dioxide were all within limits. The NOx was outside the acceptable range until the car reached about 18MPH. Thus I failed. The EGR valve was replaced about two years ago. Any suggestions would be appreciated.
