HVAC panel fan S60 2004

Can anyone tell me how and when the little fan on the backside of the HVAC control panel works ?
I have pulled the panel and the fan that draws cabin air over the temp sensor is not running. The heat will run for about 4 miles and then is blows cool air even if I open the windows. It is not to bad with the seat heaters on my short drive to work.
The AC will work for about the same distance (4 miles) and then it will not engage the compressor and it will not work again until I let the car sit and get hot inside again.
I have checked the sensor for dust or lint and it is clean. I do not think it is the compressor clutch being warn because heat is not working on days when it is below 0
It is acting like when the sensor reaches the set temp it will close the water valve and not open it back up until I open the door and let the dash get cold again. With the AC it will work good with the windows open and very hot inside the car, but when I close the windows it will not cycle again once it cools the inside of the car.
Any ideas would help a lot
