Have you checked the vacuum hose back by the fuel filter? It is about 6 inches long and tends to rot and split. Every 850 I have ever seen has had this problem. The hose has a slightly larger diameter on the tank end Vs the forward end. I used some 1/4" injector fuel line to replace it - a very tight fit at the tank end and clamped on the front end.
