I suspect it's programmed to do that to give the driver the impression that the car is very powerful.
I can remember Chevy Astro vans doing the same thing (though not to the same degree obviously.) It was no secret that the shape of the throttle linkage cam was intended to give a wide opening for the first part of the throttle movement. Now with electronic throttle bodies, it's even easier to mimic that behavior.
My daughter's Mazda3 acts the same as your S60. I hate it. It's damn near impossible to accelerate smoothly without jerking.
