I think its been around since the 70s and the only thing changed

are the ratios of oxygents to fuel. This web page has some info:

Reading it I learn:

Oxygenated fuels have less fuel by volume so milage may drop 1-2MPG.

They have been used for a long time to increase octane ratings (phased

in as lead phased out).

Articles claim no performance changes but I expect that relies

on a sophisticated fuel injection system that can adjust the fuel

to maintain the correct fuel/air ratio. An engine with a carberetor

is going to run leaner (and hotter).
