Never believing the controls, I have been known to stick a 'reliable' thermometer in the car to verify that 68F is actually 68F.
With the AC off, it cannot get colder than the outside air. If the sun is not hiding behind clouds, the sensor in the forward part of the dash will cause cooler air to come in anticipating solar heat through the windows.
Is the vent control and blower set to AUTO? If not, do that. The auto will mix upper and lower vents and prevent all of the air coming out of the dash vent.
As I age, I find that the cabin temps are set higher and higher for my comfort. Currently it is around 74-76F, year round. Without the AC switched on, there is a tendency for the system to get hotter and colder than desired as the ECC expects to have the entire system functioning.
