I had locking problems with my tailgate that turned out to be broken wires. On my 2000 V70 the wires were broken inside the black sheath that runs along the hinge. Did you cut the sheath open and examine all the wires? I looked online and couldn't find a replacement harness like you can buy for the 240 series, so I ended up splicing, soldering and heat shrinking the existing wires.

The only other thing that I would suspect might be a relay that is operating intermittently, but that doesn't seem likely if it involves the tailgate and one front door...
