A steering rack was replaced this weekend in our shop, had the same symptoms you describe however the milage was almost twice yours. Compaired to the RWD power steering racks the FWD racks are a lot more reliable. The labor is a bit more because the sub frame needs to be taken down to get the steering rack out.
