Do 1998 V70 FWD have less issues then the 1998

The 1998s are more trouble free than the 1999-2001. The air pumps can be saved by drilling a couple of drain holes to let the condensed water out. Of course, the vacuum lines are getting old and need to be replaced, but that isn't much of a cost.
The biggest expense is the AC evaporator.
Don't forget to check the ATF color, most cars do not get the fluid flushed. Deduct for dings and lack of maintenance history. The T-belt is every 70K miles, but the hydraulic tensioner will last and last.
