Error codes 850 1994

I assume the solenoid is the one just under the shifter. I'm unable to go from Park to Drive unless I press shift unlock first. I had this solenoid and the micro switch out. Both test fine. In other words if I apply voltage to the solenoid it works. Apparently when installed, it's not getting the power. I need to trace the power backwards from solenoid...
