Good question.
There are (or in my case were) three catalytic converters inline on the 2001 Volvo S40. The catalyitic converter we removed was the second one, along with the cat we also removed the first muffler. Volvo's are the most enviromentally friendly vehicles on the road, it is our assumption that the vehicle will still pass emissions inspection. My opinion on the way the car sounds after the modification is that maybe (and I stress MAYBE) it's a little bit louder and has a deeper hum, but it's very hard to tell that the car has been modified by hearing, literally all of my friends say it still sounds stock.
