Easy first step would be to hook a test light to the starter test lead ... if memory serves it's a green/yellow wire ending in an empty female socket in the vicinity of the brake master cylinder or the fender. Should get power when you turn the switch to start. If no power there, it's the ignition switch or PNP. If power there, proceed as per Klaus. I assume the battery is in good condition and when it does turn over, the starter runs normally?
