I am fortunate to live in the Midwest where Volvos are not required to have an EGR. So, I have never had the opportunity to work on one. The valve is open/closed by the ECM in combination with vacuum from the intake.
What gets clogged over time is the EGR valve. The deposits turn rock hard and prevent the valve from doing its thing. A new valve is quite expensive, so folks have removed it and reemed it out and soaked it in carb cleaner to soften the crud. It is not a fun thing to do, but a good cleaning should be good for another 150K miles.
Usually, if the valve gets totally clogged, there is a code for that.
I would also check the underside of the air hose from the cleaner to the TB for hairline cracks. If you have ever had the intake manifold off, check the gasket for leaks on the top side.
