No crank/start No horn No Accs S70 1998

Probably an easy one. My son is at college and I cant get up to look at it but here are the symtoms.
Wont crank or even click
No horn or any accessories
I did have him disconnect the relay in the main fuse block for the air pump (it comes one when the key is on) and it shuts off so i know there is power getting there.
Interior lights do come on.
He has changed the battery with no luck.
Could this be the ignition switch?
