How do you program a keyless remote? S70 1998

The dealer tells me that to program a keyless remote for my S70 they will have to hook it up to a computer. Takes about an hour and will cost me $40!!

Is this correct, or are they just trying to take me for a ride?

I'm trying to get this keyless up and running because as mentioned earlier, I'm selling the car and I think it's a motivating feature for any potential buyer(s).
