The 1-1-3 will not keep your car from running, it just means the fuel gauge is not working because of a loose wire, grounded wire, or broken sender. If you unplug the sender, use a ohm meter to test the resistance at the sender - there should be some depending on the level of fuel in the tank. You did try to clear the code??
Not having any codes on an engine that won't start usually indicates a fuel problem. Listen for the fuel pump priming when you turn the key to posII. It may be just a bad fuel pump relay, I hope.
