In order to clean the hole, without removing EGR, I suggest you use a piece of wire with a 90° bent end so you can pull crud out of the hole. Once all the crud is out and around the hole pull it out of the intake using a vacumm cleaner. The EGR has to be cleaned with carb cleaner or TB cleaner, but it has to be removed.You do not need to do anything with the vacumm diaphragm. Just the body of the valve has to be cleaned internally. When you remove it, there is a asbestos/graphite gasket where the valve attaches to the manifold. If you are carefull and it is in good shape, you can reuse it. Otherwise replace.
