Usually caused by someone who used glossy ArmorAll at one time.
First, clean the inside of the windshield. Then use a harsh cleaner on the dash, it is vinyl, until it gets dull. Let it dry and then add some lanolin based leather treatment. Let this dry and buff off the excess.
We have all experienced the same problem, and it will not go away completely. Keeping the windshield clean is your best option, that will reduce the glare.
I will only buy polorized glasses. Most cheap plastic ones under $10 will have the polorized label. I prefer the brown tint, because it works as well in bright sun as it does on hazy days.
