spoiler screw is impossible to get out 850 1995

I am painting my 850 T5-R and noticed that the spoiler brackets are rusted through. They were barely holding so I decided to take the spoiler off and get new brackets from the dealer. The 2 screws on each side are badly rusted and the heads are totally stripped AND they are super tight.

Do I NEED to use these brackets or is 3M double sided tape good enough?
