Initial start(usually cold) heater motor slows and revs S70

Blower is a better word than fan, which is confused by some as the engine fan.

On initial startup, the ECC will test the blower by running it on high for a few seconds. If this does not happen, the recirc and ac switches will blink 20 times. The codes for ECC program failures can only be retrieved with a Volvo specific scanner, which means dealer or very good Volvo independent.

Once your car warms up, try running the blower on high speed for about 5 minutes. This should either help the bearings slop around any left over grease or help the blower die an early death if the bearings are in their final stage of life. It will let you know by screaming at you :)

If the fan is still quiet, it might be the power stage which regulates voltage to the blower. Not a cheap part, it does fail on not so rare occasions. I wouldn't replace either one until one or the other fails completely.
