1998 ABS and TRACS S70

After doing a search on ABS it looks like my best bet would be to remove this unit and send it to Victor. The ABS and TRACS light stay on all the time. My question is , if I don't repair this unit will the regular brakes eventually lock up? A non-VOLVO mechanic told me this and from what I read here that doesn't happen.
