The reason for your decline in mileage is due to the very nice and sticky Avon tyres. Also, new tyres have more tread which squirms more than one that is 1/4 worn. You should be getting 30mpg+ at a steady 70-75 mph. Don't rely on the "computer" to be accurate.

Of course, it is a little difficult to maintain 70mph for a complete tankful where you live :)
