Wiper issues V70-XC70 2000

I have a 2000 V70 XC. When you pull the stick once to turn on the washer fluid and wipers it works fine. If you do it a second time, the washer pump front wipers and the headlite wipers all stay on until you pull the fuse. I have replaced the column switch. I found the relay for the wipers and switched that with a like one that was next to it and that didn't seem to be the problem. I'm lost now. If anybody can help I would greatly appreciate it.
