Changing Volvo S70 Steering Stops - Need help S70 1999

I want to replace my factory Volvo S70 GLT steering stops with a set of C70 steering stops to prevent my tires from rubbing the fenderwell (I run 17x7 Volans wheels). A Volvo technician told me that this will take care of the issue (I don't want to run spacers).

How do I get the current steering stops off and the new steering stops on? I looked under the car, and as far as I can tell, the current stops are riveted on. Any help is appreciated. The Volvo dealer wants $200 to do it.
