The dealer is just trying to make a little money. You should rotate your tires every time you change the oil, it is easy to do since the car jack lifts the whole side of the car. And getting the front end aligned will not hurt.
The Autozone scanner was correct, and any scanner you buy will do the same thing. The scanners only work on generic codes, P0nnn, P1nnn, and P2nnn. The zero codes are universal among manufacturers and the P1, P2 codes are brand specific. There are web sites that show all of the P0 codes and a few P1 and P2 codes.
I am glad you are getting the sealt belt replaced, is that under warrenty? Ask, because it is a safety issue.
