I've done the same job on an 850 without the cam locking tool and it wasn't a problem. I simply followed the procedure in the Haynes 850 manual step by step and the whole thing was no sweat. I've probably changed a half dozen timing belts on various cars over the years, so I'm not an expert nor a novice at it.
Also, I've had good luck with autohausaz.com and eeuroparts.com as long as you stick with name brand parts. I would stay away from unbranded parts and some of the super low priced imports like MTC and APA. Scantech stuff is hit or miss IMO.
For the belts you can't go wrong with Continental. Not sure if you have a mechanical type or hydraulic type tensioners. Volvo changed over at some point.
