What was I thinking? I must have been on drugs or something, or getting old (turned 33 last month). The 1996 to 1999 models used a Renault-built engine, not a Mitsubishi engine.
The FI used on these cars up to 1999 is Fenix 5.1 (not Phenix) for normally aspired engines. Fenix is also known as Siemens. They are not fully OBD2 complient, so the car could not be imported into the US. There are also very few shops that can reset their service indicators, something which is a must as it recalibrates the ECU (over the first few 100km). Usually it means taking the car to the dealer. But in the US you do not have this problem, as all cars have to be OBD2 complient and there is also something about you must be able to reset the service indicator without special tools.
